Heerlen – Redevelopment of the promenade

Heerlen is ready for a revival. Once one of the wealthiest cities in the Netherlands, the city has faced population decline, vacancy, unemployment, and an image problem due to, among other things, its notorious history with drugs. But construction is underway in Heerlen again — building a vibrant, green, and attractive city in the far southeast of the Netherlands. A so-called sleeping giant with a catchment area of more than 300,000 residents. A bold ambition that can be realized through strong collaboration among all stakeholders.

Holtburgh is active in the city center of Heerlen as the asset manager for the Suyderland real estate portfolio.
From its properties on the renowned city boulevard ‘de Promenade’ and along Kruisstraat, it holds an important position in shaping an attractive living, working, and leisure environment at this southern gateway to the city of Heerlen. In January 2021, the zoning plan for the so-called Promenade Park was formally adopted. This enables the municipality, together with property owners, to make significant investments in the coming years in restructuring this urban area. Greening, liveliness, quality of public spaces, and an appealing mix of functions in this part of the city are key priorities.


The Holtburgh asset management team, on behalf of Suyderland and in collaboration with Architectenzaak, has developed a future-proof vision for its section of the Promenade.
This was not a top-down, “ivory-tower” study, but the result of an intensive, participatory consultation process with residents, entrepreneurs, and shopkeepers in the area. The insights and wishes gathered from these consultations have been translated by the Holtburgh team into visuals and functions that meet the needs of future users of the Promenade and its surroundings: housing, attractive retail space, and green public spaces. In our view, this is the revitalization of the Promenade as the green City Boulevard of Heerlen, stretching from Van Grunsvenplein to Sarool.


Holtburgh aims to complete the entire permitting process for the renovation and transformation of its section of the Promenade in Heerlen in 2021.
The actual investments can then begin from 2022 onwards, maintaining existing tenants and in alignment with the public-space investments being made by the municipality. Completion of the full redevelopment of the Promenade and Schinkel-Zuid is expected in 2023.

Het Kromhout, well known to the ‘true Dordtenaar’, is a familiar piece of inner-city history. On the edge of the city center lies Het Kromhout — a part of Dordrecht that has long been the subject of debate. Everyone agreed that the area needed new housing. However, there was criticism from various quarters about how to achieve this, without anyone actually daring to take the lead. A parking garage was considered unacceptable, high-rise buildings were seen as a cardinal sin, and the old Van Damme car garage was not to be demolished.

Heerlen is klaar voor de wederopstanding. Ooit een van de rijkste steden van Nederland, heeft de stad te maken met krimp, leegstand, werkloosheid en een imagoprobleem door bijvoorbeeld het roemruchte drugsverleden. Maar er wordt weer gebouwd in Heerlen. Bouwen aan een vitale, groene en aantrekkelijke stad in het uiterste zuidoosten van Nederland. Een zogenaamde sleeping giant met een verzorgingsgebied van meer dan 300.000 inwoners. Een forse ambitie welke tot stand gebracht kan worden door een krachtige samenwerking van alle betrokken partijen.

Het Kromhout, de ‘echte Dordtenaar’ kent dit stukje binnenstedelijke geschiedenis wel. Aan de rand van het centrum ligt het Kromhout; een stukje Dordrecht waar sinds jaar en dag discussie over is. Iedereen was het erover eens dat de plek nieuwe woningen nodig had. Echter was er vanuit verschillende kringen kritiek op de invulling hiervan zonder daadwerkelijk zelf de handschoen aan te durven trekken. Zo was een parkeergarage uit den boze, hoogbouw een doodzonde en mocht de oude van Damme autogarage niet gesloopt worden.
